Local-filesystem storage-provider construction.
The constructor validates the configured directory and can create it when requested before wrapping it as a provider. Disabled local configurations return no provider. Local-filesystem storage-provider construction.
A configured directory is wrapped by the common provider interface. Empty base paths disable the provider, while optional directory creation happens before the backend is initialized.
